It depends on where that set up is going to be kept and the current size of the accomadation. If it is outside then 'no'. Guinea pigs must have the recommended minimum of space available to them at all times possible (so not when travelling or cleaning out perhaps ) . If the current size of the accomadation falls below the recommended size what happens when the run can't be used? It is not fair to dictate to a guinea pig when they can and can't have exercise. Adding a run increases space but only for a short amount of time, Guineas cannot go out when the ground is damp (ie early morning dew/after previousrainfall ) because of the risk of pneumonia. Access is restricted on hot days (for obvious reasons) Guinea pigs cannot go out in damp weather/extreme weather. This pretty much sums up our climate, in the last few WEEKS we have had torrential rain, a heatwave (as well as hot, uncomfortable weather that I do not put my guineas out in), and damp drizzly eweather, unfortunately summer is probably the worse season of all for being 'changeable'. If the set up is inside in acceptable conditions ie not damp etc then that would be fine, but we recommend looking into cavy caging where security and safety aren't an issue. It is important to provide a good sized hutch or cavy cage so guinea can exercise whatever the weather, the 4 by 2 foot is a minimum guideline, the majority of people we rehome to provide much bigger. Before purchasing any hutch please ask for our advice so that you do not end up wasting money- or if you find a good supplier let us know!
